MESSAGE FROM CHIEF PHILLIPS
Welcome to the Winchester Police Departments Web site. The primary mission of a police department is crime prevention and the protection of life and property. The laws and police procedures related to them are promulgated by police agencies for the purpose of maintaining order and continuity. The basis, however, of all police action is the law, and the credibility of the law enforcement profession will be measured by it’s contribution to the welfare of man, its concern for excellence, and by the guidance it provides to it’s members toward elevated level of ethical practice.
The Winchester Police Department is located at 6 Parker Street in Winchester. The Department is composed of eight full-time sworn, one full-time civilian employee, and five part-time employees. Our fleet includes five vehicles of which three are dedicated to patrol duties.
The Winchester Police Department is a full service agency providing twenty-four hour coverage.
The members of the Department feel very fortunate and proud to serve a community that consistently challenges our law enforcement abilities, while at the same time provides the never-ending support of our citizenry to overcome societies obstacles.
We at the Department look to the future with enormous confidence. Please join us in our quest to contribute to the enhancement of the quality of life in Winchester. We welcome you to visit us at the Department and share your thoughts.
Respectfully,
Gary A. Phillips
Chief of Police
