Veteran Tax Credit, Elderly Exemptions, and Disabled Exemptions

Veterans' Tax Credit

A Winchester veteran may apply for a tax credit on his or her primary residence providing that he or she has had war service and has lived in the State of New Hampshire for at least one year preceding April 1st in the year the tax credit is claimed. To apply, complete a PA-29 Application (available from the Selectmen’s’ office in the Townhall). Submit the completed form, along with a copy of your DD214 showing your service dates, to the Board of Selectmen. Elderly and Disabled Exemptions

Elderly Winchester residents may apply for an elderly exemption for the property taxes on their primary residences, providing that they are at least 65 years of age and meet all of the Town's income and asset criteria. For more information, see RSA 72:39-a.

Disabled Winchester residents may apply for an exemption for the property taxes on their primary residences, providing that they are eligible under Title II or Title XVI of the Federal Social Security Act for benefits to the disabled, and meet all State requirements and the Town's income and asset criteria. Asset and Income limits are:

  • Net Income Limit of $22,700 for single, $30,000  if married
  • Asset limit of $50,000 (not including residential real estate up to 2 acres)

To apply:

1. At the town hall (available from the Selectmen's office in the Townhall) you may pick up the Winchester Town Elderly Exemption Form and Guidelines or Winchester Town Disabled Exemption Form and Guidelines. Complete the application if you qualify.

2. At the town hall (available from the Selectmen's office in the Townhall) you may pick up a PA-29 State Form and complete the elderly exemption portions of the form.

3. Bring these completed documents to the Selectmen's office at the town hall. You will also need to bring copies of your Social Security income statement, statements showing income from pensions or other distributions, and a copy of your latest federal income tax return, if you still file one.

Blind Exemption

Winchester residents may apply for an exemption for the property taxes on their primary residences, providing the applicant is legally blind as determined by the administrator of blind services of the vocational rehabilitation division of the education department. The Board of Selectmen will review your application and notify you of their decision by mail.
