Transfer Station Rules & Regulations

1. Effective July 1, 2006 the Winchester Transfer Station no longer accepts solid waste from commercial haulers. A commercial hauler is any person, organization or business that hauls materials to a solid waste disposal facility for others for a fee, and/or any person, organization or business that, as a function of either a for-profit or nonprofit venture, routinely disposes of large amounts of household contents /trash.

2. Recycling Is Mandatory. Glass must be separate from all other recyclables. The Winchester Transfer Station reserves the right to inspect trash bags for compliance based on reasonable suspicion that they contain recyclables

3. The Winchester Transfer Station accepts only waste generated in the towns within the district (Winchester and Richmond NH). The facility reserves the right to open and inspect trash bags for compliance based on reasonable suspicion that materials may have originated outside the district. 

4. The transfer station attendant has full authority to revoke the privilege to use the Winchester Transfer Station at his discretion when he/she deems that the rules are being violated. Users who have had their privileges revoked may appeal the decision to the Winchester Solid Waste District Advisory Board, which may be contacted through the Winchester selectmen's office. 

5. No use of the Winchester Transfer Station will be allowed without a valid and current Winchester Transfer Station sticker affixed to the vehicle. (Available at the transfer station and the Winchester Clerk’s office and Richmond town clerk. Please Note: you will need the license plate number(s) for the vehicle(s) to which the sticker will be attached.)

6. No household hazardous waste will be accepted at the transfer station. 

Recyclables

  • Paper/Cardboard - Only clean, dry papers/cardboard are suitable for recycling. Plastic must be removed from pasta and pastry boxes, etc. Cardboard and corrugated boxes must be flattened. All paper products go in the same bin.  
  • Glass - All glass bottles must be separated from the rest of the recyclables
  • Cans, Plastic - May be co-mingled and thrown in the same bin
